As of August 25th, 2025, the NYPD has phased out the old Neighborhood Coordination Officers (NCO) Program. Now, each Precinct will have a dedicated Q Team to respond to quality of life problems, especially 311s. These officers work daily, both day and night to respond directly to quality of life challenges. The Q Teams double down on the NYPD’s focus on tackling the daily issues that impact New Yorkers’ sense of safety and well-being, including cracking down on illegal mopeds, towing abandoned and derelict vehicles, cleaning up encampments, addressing outdoor drug use, and responding to noise complaints. Every day there will be two shifts – a daytime and nighttime team – of officers to ensure maximum coverage and faster responses.

The NoHo BID is hard at work to make this program work for our neighborhood. Recently, we met with the new team at the 9th Precinct, which covers most of NoHo to share our challenges, concerns, and discuss how our community can best engage with the new program.

The most important thing you can do is use 311. The Q Teams are driven by the 311 program, and they will be responding to the vast majority of 311s that are about quality of life problems in real time, as they are reported. With that in mind, we strongly encourage you to 311 frequently, for all quality of life concerns.
