Your Guide to Engaging with the NYPD

The NoHo BID takes community safety seriously. As you may have heard, the NYPD is reworking how it engages with the community, responds to concerns, and works to effectively solve problems. As of September 2025, the NYPD’s NCO program has officially been replaced with a new initiative designed to directly work on quality of life problems – the Q Team Program. The new Q Teams will work two shifts per day, every day with both a day tour and a night tour. These new teams will be directly responding to 311 complaints for quality of life. That includes everything from noise to drug use, chronic safety non-emergency problems, and other issues.

If there is an emergency, you should still call 911. However, for non-emergency problems, please utilize 311 to get a response from the Q Teams. For more information about how to use 311 effectively, please check our guide here.

Not sure how to report a problem, 311 isn’t getting a response, or you’d like to directly speak to an officer? You should attend a monthly Community Council meeting for your respective Precinct. These meetings are held on the same day, time, and location every month, and are intended for the general public to be able to speak to NYPD officers directly about the problems they’re experiencing. The 9th Precinct’s is the third Tuesday of every month, at 7:00 PM, at the precinct house located at 321 East 5th Street. The 6th Precinct’s is the last Wednesday of the month at 6:30 PM at 50 West 4th Street.
